NNPC Seeks Private Firms To Operate Warri, Kaduna Refineries

The Nigerian National Petroleum Company (NNPC) Limited is inviting reputable operations and maintenance (O&M) companies to operate and maintain two refineries – Warri Refining and Petrochemical Company (WRPC), Kaduna Refining and Petrochemical Company (KRPC).

This move aims to ensure reliability and sustainability, meeting Nigeria’s fuel supply and energy security obligations.

NNPCL announced this on its official X (formerly known as Twitter) handle on Friday, seeking credible partners for the refineries’ operations.

This call follows a similar initiative seven months ago, where NNPC sought private organizations to outsource operations and maintenance of the Port Harcourt refinery.

“The O&M tender for WRPC and KRPC will be treated as a single tender through a three stage tender process (expression of interest, EOI, technical and commercial) leveraging on all the possible opportunity costs associated with procurement of consumables, personnel/manpower management, utilisation of computerised maintenance management software (CMMS), warehousing management system (WMS) etc,” the statement reads.

According to NNPC, the O&M contract scope of work will cover, but not be limited to the following: long-term and short-term production and operations planning, production and operations execution, monitoring, reporting and optimisation of operation, maintenance planning (short-term), maintenance execution, and reliability and inspection.

Others include process and controls engineering, quality control, quality assurance and laboratory, specialist engineering, health and safety, environmental management, turnaround maintenance planning and execution, minor projects, non-contractor management, subcontractor management, inventory, and warehouse management.

The oil firm said for any bidder to be eligible for the tender exercise, they are required to “fill out and submit mandatory details through this LINK on or before 12 midnight Thursday 12th September 2024”.

“Individual bidders would be duly notified on their registration in NNPC LTD/NipeX tender process portal,” the NNPC said.

“Thereafter the bidder would have access to make their submission on the NNPC LTD/NipeX tender process portal.

“All submission bids should be titled; EOI for the provision of operations and Maintenance (O&M) services for NNPC Limited Refining: Warri Refining and Petrochemical company (WRPC) and Kaduna Refining and Petrochemical Company (KRPC)”.

  • Financial Requirements

The oil company said applicants must present audited accounts for the past four years (2020 to 2023) that include balance sheet, income and cash flow statements.

“Provide evidence of your company’s latest credit ratings and the name of the rating agency,” the energy firm said.

“Demonstration of a minimum average annual turnover of at least $2 billion USD for the financial years ending: 2020, 2021, 2022, & 2023 respectively.”

  • Tender Submission And Closing Date

The NNPC also said documents should be submitted online through the electronic NIPEX tender portal on or before 12 pm on September 26.

“The EOIs shall be opened virtually, following the deadline for EOIs submission at 12noon Thursday 10th October 2024 using the Microsoft Teams,” the oil firm said.

“Bidders who have submitted their bids and external observers shall be invited to attend the virtual live stream bid opening session.”

In the event of any unscheduled holiday on the bid submission date, the NNPC said the new deadline for submission of bids will be on the next working day.

Also, the EOI closing date and time will be extended to the next working day and time, the oil company said.

Australia Cancels Kanye West’s Visa Over ‘Heil Hitler’ Song

Australia has revoked the visa of US rapper Kanye West following the release of his song that praises Adolf Hitler, the government confirmed on Wednesday.

The 48-year-old artist, now legally known as Ye, released “Heil Hitler” on May 8, coinciding with the 80th anniversary of Nazi Germany’s defeat in World War II.

West, who is married to Australian Bianca Censori, has visited the country multiple times due to family ties. Home Affairs Minister Tony Burke stated that the visa cancellation came after the song’s release.

“He’s made a lot of offensive comments. But my officials looked at it again once he released the ‘Heil Hitler’ song and he no longer has a valid visa in Australia,” Burke said.

According to Burke, the cancelled visa was not intended for concerts.

“It was a lower level, and the officials still looked at the law and said: You’re going to have a song and promote that sort of Nazism — we don’t need that in Australia,” he told ABC.

When asked about barring a high-profile figure like West, the minister responded, “I think what’s not sustainable is to import hatred.” He emphasized that each visa request is reviewed independently.

Burke added that while Australians enjoy free speech, “we have enough problems in this country already without deliberately importing bigotry.”

West’s “Heil Hitler” stirred controversy in Slovakia last week after it was revealed he was scheduled to perform there in July.

Over 3,000 people signed a petition opposing the concert in Bratislava.

Describing the rapper as someone who “repeatedly and openly adheres to symbols and ideology connected with the darkest period of modern global history,” two organizations behind the petition denounced the planned performance.

“Kanye West’s concert in our city and our country is an insult to historic memory, a glorification of wartime violence and debasement of all victims of the Nazi regime,” the petition stated.

In the “Heil Hitler” video, dozens of Black men dressed in animal skins and masks stand in formation, chanting the song’s title while West raps about being misunderstood and his legal battles with ex-wife Kim Kardashian.

The song concludes with a segment from a speech by Hitler.West has also shown public support for fellow rapper and mogul Sean Combs, who is on trial in New York for alleged sex trafficking and racketeering. The jury is currently deliberating.

Coalition: Abuja Hotel Cancels Booking For Unveiling Venue, Opposition Politicians Kick

Plans to unveil the African Democratic Congress as a united political front for the opposition were disrupted on Wednesday when the venue unexpectedly cancelled a fully paid reservation just hours before the event.

The event, which was set to take place at the Wells Carlton Hotel and Apartments in Asokoro, Abuja, was intended to officially present the ADC as the coalition platform to rival the ruling All Progressives Congress in the 2027 general elections.

However, the organisers were notified on Wednesday morning that the hotel would no longer host the programme due to an unspecified “internal compliance matter.”

A screenshot of the hotel’s message shared on Instagram by media personality and politician Dele Momodu stated, “Dear Esteemed Patron, Thank you once again for choosing the Wells Carlton Hotel and Apartments
We sincerely regret to inform you that due to an internal compliance matter that has just come to our attention, we are unable to proceed with hosting your scheduled event.
We are fully aware that the event is less than 24 hours away, and we deeply apologise for the timing and inconvenience this may cause.”

The cancellation sparked strong reactions from opposition leaders, with Momodu accusing the move of being politically motivated.

“The intimidation of opposition by a jittery government continues as the booking of a venue for the unveiling of the adopted party, ADC, by the coalition has been unilaterally and suddenly cancelled by the Management of the hotel due to what insiders described as fear of reprisals from APC operatives.
But this will not dampen the daredevil determination of opposition forces who are poised to hotly challenge the ruling party,” Momodu said.

In a statement included in Momodu’s post, Salihu Lukman, representing People and Passion Consult Ltd, criticised the hotel for breaching a valid agreement.

“This is unacceptable. Your management has no right to unilaterally sabotage a contract validly and legally agreed to and fully paid for. You must meet the terms of the contract fully by allowing the event to hold with full compliments of all the services agreed to. This is not negotiable,” Lukman said.

The unveiling was expected to bring together key political figures from different parties, including former Vice President Atiku Abubakar, former Senate President David Mark, and ex-governors Aminu Tambuwal, Sule Lamido, Liyel Imoke, and Sam Egwu.

Other expected attendees included Labour Party’s Peter Obi, former Kaduna State Governor Nasir El-Rufai, and former Minister Rotimi Amaechi.

JUST IN: ADC Faction Kicks, Rejects Adoption Of Party By Opposition Politicians

A faction within the African Democratic Congress has opposed the decision by the opposition coalition to adopt the party.

In a statement released by Musa Isa Matara, the faction’s national publicity secretary, the group emphasized that the party is not a “private coalition platform” meant to be taken over by elite figures.

Matara said key party stakeholders—including state executives, youth and women leaders, and ward coordinators—were not consulted prior to the announcement.

“We warn those coming into the ADC as part of this imposed arrangement to tread carefully. Be mindful that some few individuals are attempting to sell out the soul of our party for personal gain,” the statement said.

“The ADC is not for sale. It belongs to its members, not political merchants or elite dealmakers.”

BACKGROUND

On Tuesday, a group of opposition politicians and some ADC members gathered in Abuja for a meeting.

Present at the meeting were former Vice-President Atiku Abubakar, David Mark, former senate president; Sule Lamido, ex-governor of Jigawa; Uche Secondus, former PDP national chairman; Babangida Aliyu, former governor of Niger; Sam Egwu, former governor of Ebonyi; Aminu Tambuwal, former governor of Sokoto; and Liyel Imoke, former governor of Cross River.

Following the meeting, the opposition figures adopted the ADC as their coalition platform and appointed Mark and Rauf Aregbesola, former Osun governor, as interim national chairman and secretary respectively.

Bolaji Abdullahi, a former sports minister, was named as the spokesperson for the coalition.

Responding to the development, Matara reiterated that party stakeholders—including the state executives, youth and women leaders, and ward coordinators—had been excluded from the process.

He stressed that while the party is not against a coalition, it stands firmly against “hijack and imposition”.

He added that the appointments had not been approved by either the party’s national executive committee or a national convention, rendering them invalid.

“The claim that the ADC has become the ‘platform of the National Opposition Coalition Group’ is misleading,” the statement continued.

“Our millions of members have not been informed or carried along in this so-called coalition.

“If anyone is attempting to force an opposition merger without grassroots consent, they are trampling on democratic ethics and party sovereignty.

“Let it be known to those who are trooping into our party under this chaotic coalition arrangement that the ADC has been battling unresolved legal crises since the 2023 general elections.

“These matters remain in court and unresolved. Any coalition attempt built on such shaky legal ground is irresponsible and potentially self-destructive.”
