Rescue Mission: Governor Dauda Lawal Approves N7.2 billion for Community Projects Across Zamfara

Zamfara State Government under the leadership of Governor Dauda Lawal has earmarked N7.2 billion for development projects across 375 communities in the state, under the Nigeria Community Action for Resilience and Economic Stimulus (NG-CARES), a World Bank-funded initiative.
Deputy Governor Mani Mummuni disclosed this in Gusau on Tuesday while flagging off a free project implementation training programme for participants drawn from 158 communities across the state.

He explained that Governor Dauda Lawal had approved the N7.2 billion for various community development projects through the State Community and Social Development Agency (CSDA), adding that the funds would finance projects spanning health, education, water supply, agriculture and drainage, among others, across the state’s 14 Local Government Areas. The deputy governor noted that the projects would be implemented by Community Project Monitoring Committees (CPMCs) under the supervision of the CSDA, and reiterated the state government’s commitment to providing social amenities to vulnerable communities.

Mummuni urged participants to ensure transparency and accountability in managing resources for project execution in their communities, describing the initiative as part of Governor Lawal’s administration’s effort to extend the dividends of democracy to the people, especially at the grassroots level. He expressed confidence that the training under CSDA would encourage community participation in project implementation, while also promoting transparency, accountability, and commitment to the development of their communities.

In his remarks, the General Manager of CSDA, Umar Nakwada, revealed that the participants were drawn from CPMCs responsible for monitoring projects in their communities, and that the training was designed to sensitise them on effective project implementation. He stated that the training covered Batch A projects worth N3.2 billion, spanning 158 communities, and assured that the agency would ensure effective monitoring of all projects to be implemented by CPMC members in benefiting communities. Nakwada also commended Governor Lawal for his unwavering support in improving the livelihoods of grassroots communities.

Also speaking, the State NG-CARES Coordinator, Mukhtar Ibrahim, praised the Zamfara Government for its commitment to supporting the livelihoods of vulnerable households. He explained that NG-CARES aims to expand access to livelihood support, food security services, and grants for poor and vulnerable households and firms, focusing on three result areas: livelihood and social support, food security and agricultural value chain, as well as micro and small enterprises recovery. small enterprises recovery,” Ibrahim said.

President Can Intervene If Governors Abuse State Police —– Barau Jibrin

Barau Jibrin, deputy senate president, says the proposed state police framework contains constitutional guardrails that would allow the president to intervene if governors abuse the outfit.

Barau, who chairs the Senate committee on constitution review, spoke on Saturday during Hannu Da Yawa, a live Hausa programme on Radio Nigeria Kaduna.

Last month, the Senate passed a constitutional amendment bill seeking to establish state police, with provisions aimed at preventing abuse by state governments.

The proposal provides for a dual policing system in which the Nigeria Police Force (NPF) and state police services would operate concurrently, while outlining circumstances under which the federal government can intervene.

Barau described President Bola Tinubu’s push for state police as a “masterstroke” aimed at addressing the country’s perennial security challenges.

He said the executive bill emerged after extensive consultations involving the presidency, the national assembly, the inspector-general of police, retired police officers, security experts, governors, civil society organisations and the public.
According to him, the proposal also underwent public hearings in the six geopolitical zones and the Federal Capital Territory (FCT).

“President Tinubu carefully studied the situation and discovered that while many Nigerians support state police, there are fears that it could be abused or misused for political or ethnic purposes. That is why safeguards have been built into the system,” he said.

‘PRESIDENT HAS POWER TO INTERVENE’

Barau said the proposed framework provides clear legal protections and institutional checks against abuse.

“If state police is used for intimidation or actions that threaten lives and property, the president has the constitutional authority to intervene and direct the federal police to take over,” he said.

He explained that state police would complement rather than replace the NPF.
“State police operatives, who will be recruited from local communities, know the people, the terrain and even the criminals,” he said.

“This will significantly improve our response to banditry, kidnapping and other crimes. The north stands to benefit significantly. This initiative is designed to bring lasting peace to the worst-hit areas.”

Barau added that the NPF would retain responsibility for national security issues such as terrorism and cybercrime, while state police would focus on internal security and public order.

He also said state police commandants would be appointed through a rigorous process and protected by law from undue political interference.

The deputy senate president acknowledged concerns about funding and operational capacity, saying appropriate financial and operational frameworks would be developed as the constitutional amendment process progresses.

He expressed confidence that state houses of assembly would support the initiative.
“We must re-engineer our security architecture to protect lives and property better while guarding against abuse,” he added.

“This is a balanced, consultative initiative built on safeguards and aimed at bringing policing closer to the people.”

Governor Dauda Lawal Commissions ZAM Lithium Processing Plant, Targets 2,000 Jobs, Local Value Addition

In a bold move to industrialise Zamfara State and unlock its vast mineral wealth, Governor Dr Dauda Lawal has officially commissioned a multi-billion-naira lithium mining and processing plant located in Boko village, within the Moriki Emirate of Kaura Namonda Local Government Area.

The state-of-the-art facility, which represents an investment of over 200 million US dollars, marks a historic turning point in the state’s quest to move beyond raw mineral exportation and embrace full-scale local processing, value addition, and industrial development.

The commissioning ceremony drew a large gathering of traditional rulers, government officials, investors, community leaders, and mining industry stakeholders who came to witness what the governor described as the dawn of a new era for Zamfara’s solid minerals sector.

The lithium processing plant is a flagship initiative under Governor Lawal’s broader economic diversification agenda, designed to ensure that Zamfara’s abundant natural resources are not only extracted but also processed and utilised in a manner that generates substantial revenue for the state, creates employment opportunities and stimulates homegrown industrial growth. By establishing local processing capacity, the plant will significantly reduce the export of raw lithium and other minerals, thereby retaining more value within the state and the nation at large. This strategic shift is expected to improve local utilisation of lithium and its entire value chain, positioning Zamfara as a key player in the global renewable energy and technology-driven economy, where lithium is increasingly in high demand for electric vehicle batteries, modern electronics and industrial applications.

The ZAM Processing Plant is a joint venture involving Zam Mining Coal Limited in collaboration with the Zamfara State Government, Bima Mines and Jinlide Mining Co. Ltd. This partnership has further demonstrated Governor Lawal’s unwavering commitment to restoring investor confidence and signalling that Zamfara State is fully open for business and ready to collaborate with credible investors in developing critical aspects of its economic infrastructure.

The plant will explore, mine, process and utilise the state’s rich mineral endowments, which include not only lithium but also gold, copper, and iron ore, thereby creating a comprehensive mining value chain that spans extraction, processing and industrial application. The facility is equipped with the best advanced technological processing machines available globally, enabling it to scale up production to an impressive 6,000 tons of raw materials daily and over 2,000,000 tons annually. This massive output is expected to significantly boost Nigeria’s total mineral production and strengthen the country’s competitive position in the global mineral market.

Beyond its production capacity, the processing plant is designed to enhance mineral recovery rates, maximise value addition and promote technology transfer to local engineers, technicians and entrepreneurs. The facility is expected to stimulate the growth of industries, including machinery manufacturing, transportation, logistics and maintenance services, thereby creating a ripple effect that will benefit the broader economy.

In terms of employment, the project is set to generate approximately 2,000 direct and indirect jobs, with priority given to qualified workers and residents from the host communities in Zamfara State. The company has also committed to providing comprehensive vocational and technological training programmes to build local skills and expertise, enabling residents to build sustainable careers in the mining industry and contribute to long-term community development.

As part of its corporate social responsibility, the company will undertake a series of community development projects designed to improve the quality of life for host communities. These initiatives include the renovation, construction and upgrade of primary and secondary health centres to ensure access to quality healthcare; the drilling of boreholes to provide portable drinking water and the installation of solar-powered electricity systems to address energy needs in rural areas. The Governor further noted that the global economy is changing rapidly, driven by the future of renewable energy, electric vehicles, modern technology and industrial transformation, and that Zamfara must position itself to become an active participant in this global shift. With its vast deposits of raw materials and minerals, the state must not only extract but also explore the entire value chain, from mining to processing and manufacturing. He stressed that the establishment of the ZAM Processing Plant is entirely consistent with this vision of moving towards local processing, value addition, skill development, and industrial growth. He also commended the company for its meaningful corporate social responsibility commitments, which ensure that host communities remain partners in progress and beneficiaries of the development of resources found in their environment.

Gov Dauda Lawal Flags Off 2026 Wet-Season Farming, Distributes 72,000 Bags of Free Fertiliser to Zamfara Farmers [PHOTOS]

The Executive Governor of Zamfara State, Dr Dauda Lawal P.hD has launched a landmark agricultural intervention programme in Zamfara State with the distribution of over 120 truckloads of fertilisers and essential farm inputs to smallholder farmers across the state as part of preparations for the 2026 wet-season farming cycle.

The official flag-off ceremony was held yesterday, Friday, 11th of July, at the Trade Fair Complex in Gusau, the state capital, drawing a large turnout of farmers, traditional rulers, agricultural extension workers, and government officials who gathered to witness what the governor described as a turning point in the state’s quest for food security and self-sufficiency.

The comprehensive package distributed to farmers includes 72,000 bags of high-quality fertiliser, 200,000 litres of herbicides to combat weeds and pests, 100 crop residue crushers to help farmers prepare their land more efficiently, 100 grass choppers for livestock feed production, 100 feed milling machines to support animal nutrition, improved pasture seeds aimed at boosting livestock farming, 20 motorcycles to enhance the mobility of agricultural extension agents and 20 mobile phones designated for those same agents to facilitate real-time communication and data collection in the field. The distribution is structured to ensure equitable access across the state, covering all 147 political wards spread across Zamfara’s 14 Local Government Areas. Each ward is receiving 340 bags of fertiliser, while each Local Government Area is allocated 8,000 litres of herbicides, ensuring that no community is left behind in the intervention.

In his address to the gathering, Governor Lawal delivered a passionate speech about the central role of agriculture in Zamfara’s history, culture and economy. He reminded the audience that Zamfara State has long been recognised as one of Nigeria’s agricultural strongholds, blessed with vast, fertile land and a population of hardworking farmers whose livelihoods have for generations depended on the soil. He stressed that farming is not merely an economic activity but a fundamental part of the people’s identity, heritage and resilience and that it holds the key to inclusive growth, sustainable development and the fight against poverty, banditry and crime that have plagued the state in recent years. The governor articulated a clear vision of shifting Zamfara’s agricultural sector from subsistence-based practices to a productive, technology-driven and market-oriented system that can compete on a national scale. He outlined plans to unlock farmers’ potential through improved access to inputs, widespread mechanisation, expansion of irrigation schemes, robust extension services, adoption of climate-smart farming methods and the creation of strong market linkages that would guarantee fair prices for produce.

Governor Lawal also took the opportunity to highlight the improving security situation across the state, noting that as peace gradually returns to more communities, farmlands are being reopened, displaced families are returning to their homes, and agricultural activities are resuming at an encouraging pace. He emphasised that his administration’s responsibility is to sustain and accelerate this progress by providing the necessary support, infrastructure and enabling environment for farmers to thrive. He pointed to the state government’s strengthened collaboration with the Federal Government, development partners and international organisations, citing the timely payment of counterpart funds as evidence of the administration’s commitment to ensuring that Zamfara fully benefits from critical agricultural interventions. He further reeled off a list of ongoing programmes that have already made a tangible difference, including FADAMA III, NG-CARES, SPIN, ZACADEP, SAPZ and various IFAD-supported initiatives, through which thousands of farmers have received improved seeds, fertilisers, agrochemicals, irrigation facilities, farming equipment and modern agricultural knowledge.

The governor further underscored the state’s push for mechanisation and private-sector investment by referencing the newly established Zamfara State Agriculture Hub in Kwatarkwashi, Bungudu Local Government Area, which he described as a concrete demonstration of the administration’s long-term vision. He called on farmers to make the best use of the inputs provided, assuring them that the government would continue to monitor the distribution process to prevent diversion or mismanagement. He concluded by reaffirming that his administration’s commitment to agricultural revival is backed not by empty promises but by deliberate, measurable action and that the ultimate goal is to reposition Zamfara State as a major contributor to Nigeria’s agricultural economy and a model for other states grappling with similar challenges.
