FG Makes Health Insurance Compulsory For Employers

The Federal Government has mandated all employers and employees in public, private, and informal sectors to have access to health insurance.

This development came when the Federal Government noted that only states with established health insurance schemes and contributory schemes would benefit from the Basic Healthcare Provision Fund.

President, Muhammadu Buhari, signed the National Health Insurance Authority Bill 2021 last week.

The newly signed law by the President repeals the National Health Insurance Scheme Act 2004.

Under the previous Act, states were required to pay a 50 percent counterpart fund to access the total fund for the BHCPF.

It was gathered that Buhari’s signing of the new Act is part of the moves by the FG to ensure that Nigeria achieves Universal Health Coverage, a Sustainable Development Goal by 2030.

Section 13, subsection 8 of the newly signed Act, provided that

“Every state that has established a State Health Insurance or Contributory Scheme and complies with this Act’s requirements shall be eligible to participate in the Basic Healthcare Provision Fund as established under the National Health Act and its guidelines.”

Similarly, section 14, subsections 1 and 2, stated that “Subject to the provisions of this Act, every person resident in Nigeria shall be required to obtain health insurance. Residents under this act include all employers and employees in public and private sectors with five staff and above, informal sector employees, and all other residents of Nigeria.

It was also gathered reports that the sponsor of the bill, Dr. Yahaya Oloriegbe, representing Kwara State Senatorial District in his lead debate, noted that “the bill would provide for a robust, affordable and sustainable financial mechanism for health. The bill will enhance the ability of Nigeria to achieve Universal Health Coverage by 2030”.

Also, a former council member of the NHIS and Chief Executive Officer of the Ultimate Health Management Services, Lekan Ewenla, noted that the new law was meticulously written to ensure strict compliance and ensure that Nigerians, most especially the vulnerable ones, get access to healthcare services.

He said, “This new law was meticulously written to ensure compliance to ensure that everyone who lives in this country enjoys basic healthcare services.

“The NHIS has been strengthened as a regulatory authority. They will go all out to ensure strict compliance. Just like the old Act, states that do not have a contributory scheme or refuse to domesticate the bill won’t enjoy the benefits. It is however important that states realize the importance of domesticating this law so that citizens, most especially the vulnerable, can enjoy the services.

“While the former law focused on just the formal sector, the new law focuses also not just on the formal sector but the informal sector. Statutorily, every employer of labor should pay 10 percent of basic salaries as medical allowances which are to be converted as premium for the workforce.”

The new law repeals the National Health Insurance Act, which has been in existence since 2004.

It will be recalled that the NHIS Act had sought to alleviate poverty in the country by reducing avoidable deaths, ensuring quality health services, and preventing capital flight by those patronizing foreign hospitals while also contributing to the nation’s economic development.

The scheme has continued to grow at a snail’s pace, leaving more than 93 percent of Nigerians without access to health insurance.

The NHIS ensures the pooling of funds from different sectors of the economy, with many people contributing money. The essence is to guarantee free health care for the contributors whenever the need arises.

The Oyo State Police Command has announced the arrest of the ex-queen of the Ooni of Ife, “Naomi Silekunola”; the Principal of Islamic High School, Ibadan, “Fasasi Abdulahi”; and six others in connection with the deaths of several children during a stampede at a funfair in Ibadan, the state capital, on Wednesday.

The ex-queen was identified as the primary sponsor of the event.

Furthermore, the number of children who have died from the stampede has increased to 35, while six others are critically injured, according to a statement issued on Thursday by the State Police Public Relations Officer, “Adewale Osifeso.”

The event, which was held at the Islamic High School, Basorun, Ibadan, was intended for 5,000 children, but reportedly over 7,500 attended.

NAFDAC Seal Shops, Destroy Items Worth N5bn In Aba Market Over Fake, Expired Products

The National Agency for Food and Drug Administration and Control (NAFDAC) has shut down 150 shops at Eziukwu Market, Aba, Abia State.

The Agency disclosed this in a statement it posted on its X handle on Wednesday.

It said its team uncovered large-scale production and distribution of fake and expired goods, including beverages, carbonated drinks, wines, spirits, vegetable oils, and revalidated food items such as “noodles,” “powdered milk,” and “yoghurt.”

NAFDAC noted that the team destroyed items that were valued at ₦5 billion.

Describing the market as a hub for counterfeit and substandard products, the Agency’s Director in the Southeast Zone, Martins Iluyomade, expressed dismay at the continued illegal activities, despite a previous undertaking signed by market leaders in December 2023 to expose counterfeiters.

The statement added that NAFDAC DG, Prof. Mojisola Adeyeye, reaffirmed the Agency’s zero tolerance for such practices and emphasised its unwavering commitment to safeguarding public health while working toward a permanent solution to the problem of counterfeit products in the market.

Lil Smart Files Petition Against Naira Marley, Zinoleesky Over ‘Threat To Life’

Lil Smart, the Nigerian dancer, has filed a petition against Naira Marley and Zinoleesky over an alleged threat to his life.

On December 9, Smart shared disturbing photos and videos on social media, claiming that his life was at risk.

He warned that Naira Marley and Zinoleesky should be held responsible if anything were to happen to him.

Zinoleesky, however, denied the allegations, accusing Smart of “chasing clout.” He also threatened legal action against the dancer.

In a recent (now deleted) Instagram post, Smart claimed that he had previously endured bullying from the singers but lacked the evidence necessary to take legal action.

He mentioned that he has now officially submitted his petition, with the required evidence, to the authorities and is hopeful that the legal system will provide him justice.

“This has not been the first or third time I have been experiencing this bullying. But I did not have enough evidence to face the law. Now, I thank God that I have very good evidence, and I will put everything I have in line to make sure this bullying and threat to life is stopped,” he said.

“With my evidence, I really hope that they are not too big to be apprehended and face the law. I have submitted my petition, and I have provided my evidence to the authorities. By God’s grace, the law that binds us as citizens of Nigeria will make sure I get the justice I deserve.”

Naira Marley has yet to comment on the allegations.
